Flexible Collaboration Models

We select and tailor collaborative technology development models to produce solutions for any set of challenges and to serve any industry. ATI collaboration models include:


  • Federal Acquisition Regulations (FAR)-based collaborations
  • Formal consortia with set membership
  • Open source collaborations where the government chooses best technology sources
  • Other Transaction Agreements, which emphasize and enable participation by non-traditional sources

ATI has extensive experience and expertise in the Other Transaction business model.

Other Transaction (OT) agreements are “enterprise partnerships” between the government and technology developers and providers in a specific domain. The OT consortium model relieves some of the contractual burdens typically placed on contractors working for federal clients. This makes it possible for non-traditional contractors – small and emerging companies – to participate in technology development.

The collaborative nature of the model fosters the development of interoperable, modular, open architecture systems and prototypes that permit rapid, flexible technology upgrades and mission reconfiguration.

The OT model enables one-stop shopping and greater technology and prototype acquisition speed so that solutions get to end users more quickly.

Effective Business Systems

ATI brings effective business systems to consortia of industry and academic partners so that technologists and engineers can focus on technology development.

We offer the right level of oversight and support at each stage of the collaborative research and development process – from team formation to research execution. Areas of expertise include financial and accounting, contractual and program management. We identify and mitigate the risks inherent in collaborative applied R&D, such as sourcing challenges, intellectual property, funding, partner conflicts and regulatory issues.

We employ many effective models for soliciting research and work with the government to select the most capable sources of technology development. Non-traditional providers deliver innovation, but typically do not have the contracting capability to conduct business with the federal government. Extensive participation by non-traditional technology providers is a hallmark of ATI-led collaborations.


We protect client and partner information with determined vigilance. In 2016, ATI won a Cogswell Award from the DoD Defense Security Service for our outstanding information security program.

When it is a client goal, we help transition new technologies to industry and put them into wide-spread use. Our research teams do not just produce white papers. We execute applied research that generates valuable technologies. When technology transition is an objective of a program, ATI assures widespread application of technologies – from small groups of first adopters to communities of early adopters, to industry-wide application.

ATI has extensive experience and a strong track record leading research collaborations.

ATI delivers critical technologies to the U.S. Department of Defense.

ATI manages a collaboration of the nation’s leading shipbuilders that develops shipbuilding and repair innovations for the U.S. Navy, a Center of Excellence in composites used in the manufacture of various weapon systems, Defense Logistics Agency-funded metalcasting and forging programs, and the nation’s leading defense prototypes consortium.

ATI-led collaborations apply funding quickly and effectively.

Development cycles within a defense prototype consortium decreased 33% when ATI assumed the role of business operations manager. More critically needed prototypes are now delivered in less time, increasing U.S. defense superiority.

Successful delivery of critical technologies has led to increases in ATI’s client base, partner network and research programs.
