Vice President, Contracts and Procurement

Mr. Cory Miller serves as Vice President of ATI’s Contracts and Procurement Department, where he leads strategic oversight of all prime and subcontract management activities across the organization. Under his leadership, the department supports ATI’s Divisions and operational programs through comprehensive procurement solutions. Mr. Miller is directly responsible for negotiating and managing ATI’s portfolio of prime contracts, many of which are highly complex and involve coordination with federal agencies, industry leaders, and academic institutions.

In addition, he is responsible for organizing, training, and overseeing more than seventy contract and procurement professionals in managing the company’s extensive annual subcontract and procurement portfolio—valued in the billions—in full compliance with federal procurement standards.

Before assuming his current role, Mr. Miller served as Director of Contracts and Procurement at ATI, where he provided leadership for contracting operations supporting the Armaments and Sea Space Air Divisions. He managed a diverse portfolio of eleven Other Transaction Agreements (OTAs) awarded by the U.S. Army, Navy, and Department of Homeland Security, as well as a Partnership Intermediary Agreement with the Department of Energy. Mr. Miller played a foundational role in the launch and maturation of several OTA-based consortia—leading efforts in government negotiations, consortium formation, solicitation design, member engagement, and end-to-end execution in close collaboration with federal stakeholders.

Mr. Miller brings over two decades of distinguished service in the United States Marine Corps, where he served as a Contracting Officer supporting large scale global exercises and deployments. His military career reflects a deep commitment to operational excellence and strategic acquisition in dynamic environments. While managing high-tempo assignments, Mr. Miller also prioritized professional development—earning a Bachelor of Business Administration, DAWIA Level II Contracting certification, Professional Scrum Master I certification, and a Master’s Certificate in Contract Management.
