Mica Dolan
President and Chief Executive Officer
Mica Dolan is the President and Chief Executive Officer of Advanced Technology International (ATI), the nation’s leading manager of large-scale R&D collaborations in the US defense ecosystem. She became CEO on December 1, 2025, after serving as ATI’s President & Chief Operating Officer.
As CEO, Mica is responsible for ATI’s strategic direction, operational performance, and execution of national priority technology programs. She also serves on ATI’s Board of Directors and is the Founding Chairperson of the ATI Foundation, which supports STEM education and workforce development.
Ms. Dolan is recognized across the defense acquisition community as a national expert in Other Transaction Authority (OTA) agreements and a principal architect of the OT consortium model now used throughout the Department of Defense. Her work has helped establish OTA based consortia as a core mechanism for accelerating prototyping and expanding industry participation in federal innovation programs.
Over more than two decades at ATI, Mica has risen from an Assistant Subcontracts Administrator to the top leadership position of a multibillion dollar enterprise—an ascent that reflects her deep operational expertise, strategic acuity, and unmatched command of flexible acquisition authorities. She previously served as Senior Vice President of Contracts & Procurement, where she oversaw ATI’s contracting enterprise and led negotiations for several of the federal government’s largest and most complex OTA agreements.
Ms. Dolan holds a Bachelor of Science degree in Finance and Management from the University of South Carolina and a Master of Business Administration from The Citadel.
